fa برنامه‌ریزی راهبردی روابط خواهرخواندگی با تأکید بر دیپلماسی شهری: مطالعه موردی کلان‌شهر تهران Strategic Planning of Sister‑City Relations with an Emphasis on Urban Diplomacy: A Case Study of Tehran Metropolis آینده پژوهی Futurology كاربردي Applicable گسترش جهانی‌شدن و پیچیده‌تر شدن حکمرانی شهری، نقش شهرها را در تعاملات فراملی افزایش داده و دیپلماسی شهری را به یکی از ابزارهای مهم توسعه همکاری‌های بین‌شهری تبدیل کرده است. در این میان، روابط خواهرخواندگی می‌تواند زمینه انتقال دانش، همکاری اقتصادی و فرهنگی و تقویت جایگاه بین‌المللی شهرها را فراهم سازد. پژوهش حاضر با هدف تدوین الگوی برنامه‌ریزی راهبردی روابط خواهرخواندگی تهران با تأکید بر دیپلماسی شهری انجام شد. پژوهش از نظر هدف کاربردی و از نظر رویکرد، آمیخته و مسئله‌محور است. در مرحله کیفی، مصاحبه‌های نیمه‌ساختاریافته با ۲۵ نفر از خبرگان انجام و داده‌ها با روش تحلیل مضمون بررسی شد که به شناسایی ۱۷ پیشران انجامید. در مرحله کمی، پیشران‌ها از نظر اهمیت و عدم‌قطعیت ارزیابی و روابط متقابل آنها با استفاده از MICMAC تحلیل شد. سپس با بهره‌گیری از Scenario Wizard، ۹ سناریوی سازگار استخراج شد. نتایج نشان داد تقویت پارادیپلماسی شهری، استمرار تعاملات، کاهش محدودیت‌های نهادی و بروکراتیک، حفظ هویت غیرسیاسی شهر و گذار از روابط نمادین به همکاری‌های مسئله‌محور، از عوامل اصلی تحقق آینده مطلوب روابط خواهرخواندگی تهران هستند. بر این اساس، چشم‌انداز و جهت‌گیری‌های راهبردی برای ارتقای کارآمدی این روابط تدوین شد.   The expansion of globalization and the increasing complexity of urban governance have enhanced the role of cities in transnational interactions and have turned city diplomacy into an important instrument for developing intercity cooperation. In this context, sister-city relationships can facilitate knowledge transfer, economic and cultural cooperation, and the strengthening of cities’ international standing. This study aimed to develop a strategic planning framework for Tehran’s sister-city relationships, with an emphasis on city diplomacy. In terms of purpose, the research is applied, and in terms of approach, it adopts a mixed-methods and problem-oriented design. In the qualitative phase, semi-structured interviews were conducted with 25 experts, and the data were analyzed using thematic analysis, resulting in the identification of 17 key drivers. In the quantitative phase, the drivers were assessed in terms of their importance and uncertainty, and their interrelationships were analyzed using MICMAC. Subsequently, nine consistent scenarios were developed using Scenario Wizard. The findings indicated that strengthening urban paradiplomacy, ensuring continuity of interactions, reducing institutional and bureaucratic constraints, preserving the city’s non-political identity, and shifting from symbolic relationships toward problem-oriented cooperation are among the key factors in achieving a desirable future for Tehran’s sister-city relationships.
