fa چشم انداز درآمدهای پایدار شهری در توسعه گردشگری افق ۱۴۲۰ خواف The outlook for sustainable urban revenues in tourism development (Khaf, Horizon 1420).” جغرافیای و برنامه ریزی شهری شهری Geography and Urban Planning پژوهشي Research این پژوهش با تمرکز بر «چشم‌انداز درآمدهای پایدار شهری در توسعه گردشگری افق ۱۴۲۰ خواف»، می‌کوشد مسیرهای سیاستیِ تبدیل ظرفیت‌های گردشگری شهر به منابع مالی قابل اتکا برای مدیریت شهری را تبیین کند. پژوهش از نظر هدف شناختی–کاربردی و از نظر رویکرد ترکیبی (کمی–کیفی) است. داده‌ها به روش اسنادی (برای استخراج چارچوب سیاست‌ها و شاخص‌ها) و پیمایشی (پرسش‌نامه خبرگان و مدیران/کارشناسان مرتبط با مدیریت شهری، گردشگری، میراث فرهنگی و سرمایه‌گذاری) گردآوری شد. برای تحلیل داده‌ها از آزمون تی تک‌نمونه در نرم‌افزار SPSS (با مقدار مبنا ۳ در طیف لیکرت) و برای وزن‌دهی و اولویت‌بندی سیاست‌ها از فرایند تحلیل شبکه‌ای (ANP) در نرم‌افزار Super Decisions استفاده شد. نتایج ANP نشان داد سیاست‌های «تجهیز زیرساخت‌ها و تسهیلات ویژه برای جلب سرمایه‌گذاری خصوصی در گردشگری» (W6)، «تهیه طرح‌های بلندمدت توسعه گردشگری با مشارکت دولت، سرمایه‌گذاران و مردم» (W7) و «تدوین چشم‌انداز توسعه گردشگری با نظرخواهی از مردم بومی» (W8) بالاترین اهمیت را برای تحقق افق ۱۴۲۰ دارند؛ پس از آن، «تنظیم‌گری هزینه‌ها و قیمت خدمات اقامت و پذیرایی» (W10) و «ایجاد سازوکار رسیدگی به درخواست مردم و سرمایه‌گذاران» (W9) در اولویت‌های بعدی قرار گرفتند. با این حال، آزمون تی نشان داد میانگین اکثر سیاست‌ها کمتر از ۳ است و بیانگر وجود شکاف اجرایی معنادار در وضعیت موجود است؛ تنها سیاست احیای سنن بومی و صنایع‌دستی (W17) وضعیت مناسب‌تری نشان داد. برآیند یافته‌ها حاکی است تحقق چشم‌انداز درآمدهای پایدار شهریِ گردشگری‌محور در خواف تا افق ۱۴۲۰ مستلزم تمرکز مرحله‌بندی‌شده بر رفع شکاف زیرساختی–سرمایه‌گذاری، نهادینه‌سازی برنامه‌ریزی بلندمدت مشارکتی، تقویت پاسخگویی نهادی و تنظیم‌گری بازار خدمات گردشگری است.   This study, focusing on the “vision of sustainable urban revenues in tourism development for Khaf toward the 1420 horizon,” seeks to explain policy pathways for transforming the city’s tourism capacities into reliable financial resources for urban management. The research is developmental–applied in purpose and adopts a mixed (quantitative–qualitative) approach. Data were collected through documentary review (to extract the policy and indicator framework) and a survey (questionnaires completed by experts and managers/specialists in urban management, tourism, cultural heritage, and local investment). Data analysis employed a one-sample t-test in SPSS (with the test value set at 3 on the Likert scale) and the Analytic Network Process (ANP) in Super Decisions to weight and prioritize policies. ANP results indicated that the highest priorities for achieving the 1420 horizon are: “upgrading infrastructure and specialized facilities to attract private investment in tourism” (W6), “preparing long-term tourism development plans with the participation of government, investors, and the public” (W7), and “formulating an urban tourism vision through consultation with local residents” (W8). Next in priority were “regulating the costs and prices of accommodation and catering services” (W10) and “establishing mechanisms to address the requests of residents and investors” (W9). However, the t-test results showed that the mean scores of most policies were below 3, indicating a significant implementation gap in the current situation; only the policy on reviving local traditions and handicrafts (W17) showed a relatively more favorable status.
