This study aims to rehabilitate the degraded urban fabric of Shush city through a futures-oriented approach. Employing a descriptive-analytical framework, data were collected from 25 organizational and academic experts and 55 residents via a structured questionnaire. Environmental scanning and the Delphi technique were used to identify variables and indicators. Data analysis, conducted in MICMAC and via a cross-impact matrix, identified five main indicators and 24 sub-indicators as the principal evaluative elements. The index analysis and variable distribution suggest systemic stability of Shush’s degraded fabric, with influential variables exhibiting sustained effects on others. The findings support a comprehensive approach that integrates multidimensional futures thinking, participatory governance, and the application of modern technologies to enhance the revitalization of Shush’s degraded urban areas.
