Science and technology are known as the main inputs of production in reducing costs and increasing productivity. In this regard, economic policies in the world today have moved from a production-oriented policy to a capital-oriented one and to improve the efficiency and effectiveness of economic indicators through knowledge and research. Therefore, in the present study, a comparison between financial-technology economics and employment policies in the municipality of Tehran and the municipalities of Middle Eastern countries has been investigated. The indicators studied in technology economics in this research include four areas of economic system functioning, education rate, knowledge rate and information-communication technology, which have been studied in the period 2000 to 2019. The results show that the economic system in the form of exports of goods-services and communication technology-information had a significant impact on employment policies of Tehran Municipality in the mentioned period; There is a positive correlation between strengthening the economic system and communication technology with increasing employment. On the other hand, the two areas of education and knowledge over a period of 19 years have not had a significant impact on employment policies and, as a result, a small increase in labor productivity. Also, futuristic analysis showed that Tehran Municipality in the time horizon of 2025 in terms of financial infrastructure and technology will be ranked 14th in the Islamic countries of the Middle East and below the global average.
