fa ارزیابی اثرات زیست محیطی به روش ماتریس لئوپولد منطقه ویژه اقتصادی دامغان جغرافیای و برنامه ریزی شهری شهری Geography and Urban Planning پژوهشي Research اجرای پروژه های بهره برداری از سرزمین، از جمله احداث مناطق ویژه و توسعه صنایع، مستلزم بررسی استعداد طبیعی سرزمین برای توسعه مورد نظر می باشد. در همین راستا انجام مطالعات ارزیابی اثرات محیط زیستی، از  جمله روش­های مطلوب جهت دستیابی به اهداف توسعه پایدار است. مطالعات ارزیابی اثرات بهداشت محیطی احداث منطقه ویژه اقتصادی دامغان، پس از جمع آوری و تجزیه و تحلیل اطلاعات با هدف بررسی آثار مثبت و منفی حاصل از احداث منطقه ویژه اقتصادی و ارائه راهکارهای مدیریتی کاهش اثرات سوء بهداشت محیطی با بهره گیری از روش ماتریس لئوپولد ایرانی با انجام تغییرات در آن انجام شده است. در این مطالعه ابتدا وضعیت موجود بهداشت محیط منطقه مورد بررسی قرار گرفته است و سپس با تعیین گزینه های ارزیابی با توجه به نوع آلاینده های پیش بینی شده جهت منطقه ویژه مذکور به تفکیک فاز ساختمانی و بهره برداری، اثرات احداث منطقه ویژه اقتصادی دامغان بر مؤلفه های بهداشت محیطی در سه مولفه فیزیکی شیمیایی، بیولوژیکی . اقتصادی اجتماعی فرهنگی مورد بررسی قرار گرفته است. نتایج و دستاوردهای این مطالعه در دو گزینه عدم اجرا (اجرای پروژه بدون ملاحظات بهداشت محیطی) و گزینه اجرا (اجرای پروژه با اعمال روش های کاهش اثرات سوء) به تفکیک فاز ساختمانی و بهره برداری بررسی و ارائه گردیده است که برآیند اثرات در گزینه عدم اجرای پروژه ( 23 -) برآورد شده است و اجرای پروژه از لحاظ زیست محیطی مردود اعلام می­گردد. In this regard, conducting environmental impact assessment studies is one of the optimal methods to achieve sustainable development goals. Environmental health impact assessment studies for the construction of Damghan Special Economic Zone, after collecting and analyzing information to investigate the positive and negative effects of the construction of the Special Economic Zone and provide management solutions to reduce the effects of environmental health using the Iranian Leopold matrix method It has been done by making changes in it. In this study, first the current state of environmental health of the region has been studied and then by determining the evaluation options according to the type of pollutants predicted for the special zone by construction phase and operation, the effects of construction of Damghan Special Economic Zone on the component Environmental health in three components: physicochemical and biological. Socio-economic-cultural has been studied. The results and achievements of this study in two non-implementation options (project implementation without environmental health considerations) and implementation option (project implementation by applying methods to reduce adverse effects) have been reviewed and presented separately for construction and operation phases.
