fa ارائه سناریوهای آینده حکمروایی شهری هوشمند (مورد مطالعه: شهر رشت) Presenting future scenarios of smart city governance (Case study: Rasht city) جغرافیای و برنامه ریزی شهری شهری Geography and Urban Planning پژوهشي Research امروزه نیازهای رو به افزایش در بسیاری از ابعاد مرتبط با زندگی شهری مانند: حکمروایی محیط، امنیت عمومی، برنامه‌ریزی شهری، صرفه‌جویی در مصرف انرژی، کنترل ترافیک، ارتباطات بین فردی، فعالیت‌های اجتماعی و ... وجود دارد. ناکامی در رسیدن به هر کدام از نیازهای ذکر شده میتواند توسعه پایدار یک شهر را تهدید کند. در این زمینه شهر هوشمند و حکمروایی شهری هوشمند میتواند یک راه‌حل باشد. در خصوص شهر رشت میتوان بیان نمود که بسیاری از چالشهای گستره فضایی شهر رشت به دلیل فقدان یکپارچگی عملکردی صاحبان قدرت و تصمیمگیری است. لذا هدف این پژوهش واکاوی سناریوهای حکمروایی شهری هوشمند در شهر رشت جهت ارائه راهکارهایی برای آینده است. پژوهش حاضر کاربردی و به لحاظ روش انجام توصیفی- تحلیلی و اکتشافی است. گردآوری دادهها به روش اسنادی و نیز به صورت پیمایشی مبتنی بر تکنیک دلفی میباشد. جامعه آماری کلیه متخصصان شهری شهر رشت در زمینه تحقیق میباشند. حجم نمونه با استفاده از  از قوانین راسکو 45 نفر تعیین شد و شیوه نمونهگیری به صورت گلوله برفی میباشد. 9 پیشران کلیدی و 28 وضعیت احتمالی با استفاده از نظر متخصصان و خروجی نرم‌افزار میک‌مک برای آینده حکمروایی هوشمند شهر رشت در نظر گرفته شد و  پرسشنامه ماتریس اثرات متقابل(وزن 3- تا 3 ) در اختیار متخصصان قرار گرفت. نتایج حاصل از تحلیل با استفاده از نرمافزار سناریو ویزارد حاکی از آن است که سناریوهای  بسترسازی مناسب در زمینه آموزش شهروندی و ارتقاء آگاهی رسانی، مشارکت مردمی و شهروندسالای و مشارکت بخش خصوصی، ایجاد تمهیدات جهت افزایش بودجه در زمینه هوشمندسازی و پشتیبانی شهرداری از دولت هوشمند دارای بیشترین ارزش سازگاری در  آینده حکمروایی شهری هوشمند شهر رشت میباشند.  <div>  <hr align="left" size="1" width="33%" > <div id="ftn1">                                                                                                                                                                                    </div> <div id="ftn2"> </div> </div> Nowadays, there are increasing needs in many dimensions related to urban life, such as: environmental governance, public security, urban planning, energy saving, traffic control, interpersonal communication, social activities, etc. Failure to meet any of the mentioned needs can threaten the sustainable development of a city. In this context, smart city and smart city governance can be a solution. Regarding the city of Rasht, it can be stated that many of the challenges of the spatial extent of the city of Rasht are due to the lack of functional integration of the people in power and decision-making. Therefore, the purpose of this research is to analyze smart urban governance scenarios in Rasht city in order to provide solutions for the future. The present study is applied in terms of descriptive-analytical and exploratory methods. Data collection is by documentary method as well as survey based on Delphi technique. The statistical population of all urban specialists in Rasht is in the field of research. The sample size was determined using Rasco rules 45 people and the sampling method is snowball. 9 key drivers and 28 possible situations were considered for the future of smart governance of Rasht city using the opinion of experts and the output of Micmac software and the interaction matrix questionnaire (weight -3 to 3) was provided to experts.
