fa سناریونگاری تحقق شهر هوشمند با تأکید بر مدیریت شهری (مطالعه موردی شهر اردبیل Senario Planning for the realization of a Smart city with an emphasis on urban management (case study of Ardabil city) آینده پژوهی Futurology پژوهشي Research نیازهای اساسی مرتبط با شرایط زندگی در شهرهای امروزی در بخشهای مختلف از جمله مدیریت، هوشمندسازی، برنامهریزی شهری، توسعه شهرها، از جمله عوامل اصلی بوده و راهحل اساسی برای رسیدن به نتیجه مطلوب است. این پژوهش با هدف بررسی سناریوهای تحقق شهر هوشمند با تأکید بر مدیریت شهر اردبیل میباشد؛ که از نظر هدف، کاربردی و از نظر ماهیت دادهها، کیفی و از نظر روش گردآوری دادهها، اسنادی و پیمایشی است. جامعه آماری پژوهش حاضر را 30 نفر خبرگان و کارشناسان دخیل در مدیریت امور شهری تشکیل داده است. در گام نخست برای استخراج متغیرهای کلیدی از روش دلفی استفاده گردید و برای پردازش دادهها از روشهای متعدد آیندهپژوهی همانند تحلیل ماتریس اثرات متقاطع و برای به دست آوردن سناریوهای شهر هوشمند از نرمافزار سناریوویزارد استفاده شده است. به منظور دقیق بودن نتیجه پژوهش پس از گرفتن نظرات خبرگان و متخصصان امور شهری 42 وضعیت برای 14 عامل کلیدی تعریف گردید. این وضعیتها در سه حالت خوش‌بینانه، بینابین و حالت بدبینانه قرار دارد. نتایج حاکی از آن است که 4 سناریو قوی برای شهر هوشمند اردبیل وجود دارد. سناریو عالی یا سناریو سفید، به عنوان اولین و بهترین سناریو در حوزه شهر هوشمند و مدیریت شهر اردبیل میباشد. به طوری که در تمامی وضعیت‌های سناریو در خوش‌بینانه‌ترین حالت ممکن قرار داشته و فقط با در نظر گرفتن وجود نیروی انسانی متخصص در حالت فعلی می‌توان به تحقق شهر هوشمند امیدوار بود. سناریو دوم نیز به منظور توسعه و رسیدن به شهر هوشمند میتواند جزء اولویت‌های اصلی برنامهریزان امور شهری قرار گیرد.   The basic needs related to living conditions in today's cities in various sectors, including management, smartization, urban planning, and urban development, are among the main factors and are the basic solution to achieve the desired result. This research aims to investigate scenarios for realizing a smart city with an emphasis on the management of the city of Ardabil; which is applied in terms of purpose, qualitative in terms of data nature, and documentary and survey in terms of data collection method. The statistical population of the present study consists of 30 experts and specialists involved in urban affairs management. In the first step, the Delphi method was used to extract key variables, and various futures research methods such as cross-effects matrix analysis were used to process the data, and ScenarioWizard software was used to obtain smart city scenarios. In order to ensure the accuracy of the research results, 42 situations were defined for 14 key factors after obtaining the opinions of experts and urban affairs specialists. These situations are in three states: optimistic, intermediate, and pessimistic. The results indicate that there are 4 strong scenarios for the smart city of Ardabil. The excellent scenario or white scenario is the first and best scenario in the field of smart city and management of Ardabil city. In such a way that in all scenarios it is in the most optimistic possible state and only by considering the existence of specialized human resources in the current state can we hope for the realization of the smart city.
