fa ارائه مدل مدیریت شهری براساس شاخصهای شهرهای آینده (موردمطالعه استان آذربایجانغربی) Presenting an urban management model based on the indicators of future cities (case study of West Azarbaijan province) آینده پژوهی Futurology بنیادی basic <a name="_Toc90206450"></a><a name="_Toc76896565">چکیده</a> مدیریت شهری، از جمله موضوعاتی است که برای اداره شهرهای آینده نیازمند بازنگری بوده و نمی‌توان به مفهوم مرسوم آن، که بر اساس آن جایگاه و نظام خاص اداره شهر را در ذهن تداعی کند، بسنده کرد. این مفهوم ازجمله حوزه‌هایی است که به شدت نیازمند آینده پژوهی است. چراکه به طورمستقیم با زندگی روزمره و سرنوشت شهروندان گره خورده است و هرگونه کوتاهی در این زمینه بعضاً موجب خسارتهای جبران ناپذیر خواهد شد. هدف اصلی این پژوهش، ارائه مدل مدیریت شهری براساس شاخص‌های شهرهای آینده است. تحقیق حاضر از لحاظ هدف، از نوع تحقیقات کاربردی و از نظر نوع روش، روش تحقیق آمیخته که ترکیبی از دو روش کیفی و کمی می‌باشند، محسوب می‌گردد. ابزار جمع‌آوری داده‌ها شامل فیش برداری و پرسشنامه بود. جامعه آماری پژوهش حاضر، خبرگان حوزه مدیریت شهری هستند. از روش نمونه‌گیری هدفمند برای انتخاب افراد نمونه استفاده شد. برای تحلیل داده‌ها از نرم افزارMICMAC- Excel استفاده شد. در گام نخست با مرور ادبیات موضوع و تحقیقات انجام شده تعداد زیادی شاخص از ادبیات موضوع استخراج گردید. با نظر اساتید و متخصصان حوزه، شاخص‌های اولیه به 76 شاخص تعدیل شد. در ادامه مدل مدیریت شهری براساس شاخص‌های شهرهای آینده با استفاده از مدل‌سازی ساختاری- تفسیری  سطح‌بندی شدند. در پژوهش حاضر عوامل در شش سطح قرار گرفته‌اند. به نحوی که حقوق و قوانین و مقررات در سطح آخر و توریسم در سطح اول قرار گرفت. در ادامه پژوهش از رویکرد  آینده نگارانه بهره گرفته شده است. بررسی نتایج بدست آمده از جدول فوق حقوق و قوانین و یادگیری اجتماعی و آموزش با نمره 22 تأثیرگذارترین عامل گزارش شدند. همچنین توریسم با مجموع 17 در بین عوامل، در اولویت اول تأثیرپذیری قرار گرفت. درجه مطلوبیت ماتریس اثرات بهینه‌شدگی 100 درصد برخوردار بوده که حاکی از روایی بالای پرسشنامه و پاسخ‌های مربوط به آن است.   Urban management is one of the issues that need to be reviewed for the management of future cities and it cannot be satisfied with its conventional concept, based on which it evokes the special position and system of city administration in the mind. This concept is one of the areas that are in dire need of future research. Because it is directly tied to the daily life and fate of citizens, and any failure in this field will sometimes cause irreparable damages. The main goal of this research is to present an urban management model based on the indicators of future cities. In terms of the purpose, the present research is an applied research type, and in terms of the type of method, it is considered a mixed research method, which is a combination of two qualitative and quantitative methods. The data collection tool included questionnaires and questionnaires. The statistical population of this research are experts in the field of urban management. Purposive sampling method was used to select sample people. MICMAC-Excel software was used for data analysis. In the first step, a large number of indicators were extracted from the subject literature by reviewing the subject literature and the conducted research. According to the opinion of professors and experts in the field, the initial indicators were adjusted to 76 indicators. In the following, the urban management model was leveled based on the indicators of future cities using structural-interpretive modeling. In the current research, the factors are placed in six levels. In such a way that laws and regulations were placed at the last level and tourism at the first level.
