fa سناریوهای تحول نهادی در مدیریت منطقه کلان‌شهری تهران بر پایه تحلیل پیشران‌های حقوقی-اجرایی آینده پژوهی Futurology پژوهشي Research <span style="line-height:normal"><span b="" mitra="" style="font-family:">منطقه کلان‌شهری تهران با تفرق نهادی و فقدان سازوکار هماهنگ‌کننده فرابخشی مواجه است و قوانین موجود به‌رغم شفافیت نسبی، توانایی ایجاد هماهنگی میان نهادهای متعدد درگیر در مدیریت منطقه را ندارند. پژوهش با هدف تدوین سناریوهای تحول نهادی در مدیریت منطقه کلان‌شهری تهران بر پایه تحلیل پیشران‌های مرتبط انجام شده است. پژوهش از نظر هدف کاربردی-توسعه‌ای و از نظر ماهیت آینده‌پژوهانه با رویکرد اکتشافی است. جامعه آماری را خبرگان شاغل در سازمان‌های مرتبط با مدیریت منطقه تهران تشکیل دادند و حجم نمونه با روش نمونه‌گیری هدفمند به تعداد ۱۵ نفر تعیین شد. روش پژوهش در چهار مرحله اصلی شامل استخراج اولیه پیشران‌ها از طریق مصاحبه، غربال‌گری با روش دلفی، تشکیل ماتریس اثرات متقاطع و تحلیل ساختاری با نرم‌افزار</span><span dir="LTR" new="" roman="" style="font-family:" times=""> MICMAC</span><span b="" mitra="" style="font-family:">و تدوین سناریوها انجام شد. یافته‌ها نشان داد از میان ۲۶ پیشران شناسایی‌شده، ۱۳ پیشران در ناحیه تعیین‌کننده قرار دارند که چهار عامل کلیدی شامل پراکندگی و تعارض حوزه‌های قضایی، ضمانت اجرایی قوانین و مقررات، سازوکارهای هماهنگ‌کننده فرابخشی و پاسخ‌گویی و نظارت‌پذیری نهادها، به عنوان عوامل کلیدی نهایی سناریونویسی انتخاب شدند. بر اساس ترکیب وضعیت‌های مطلوب و نامطلوب این چهار عامل، سه سناریوی محتمل شامل سناریوی مطلوب (حکمرانی یکپارچه)، سناریوی محتمل (تداوم وضع موجود) و سناریوی نامطلوب (تفرق و زوال نهادی) تدوین شد. نتایج نشان می‌دهد که تحقق سناریوی مطلوب مستلزم بازنگری بنیادین در قوانین، ایجاد نهاد هماهنگ‌کننده منطقه‌ای و استقرار نظام نظارت و پاسخگویی فرابخشی است.</span><span dir="LTR" style="font-family:"Times New Roman",serif"></span></span><br> <span style="line-height:normal"><span lang="AR-SA" style="font-family:"B Mitra""></span></span> <div style="text-align: justify;"></div> <span style="line-height:normal"><span style="text-autospace:none"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times="">The Tehran metropolitan region faces institutional fragmentation and the absence of cross-sectoral coordination mechanisms. Despite their relative clarity, existing laws lack the capacity to establish effective coordination among multiple institutions involved in regional management. This study aims to develop institutional transformation scenarios for Tehran metropolitan governance based on the analysis of relevant drivers. The research is applied-developmental in terms of its objective and exploratory in nature, employing a foresight-oriented approach. The statistical population consists of experts working in organizations involved in the management of the Tehran metropolitan region, and a purposive sampling method was used to select 15 experts. The research was conducted in four main stages: initial identification of drivers through interviews, screening through the Delphi method, construction of a cross-impact matrix, structural analysis using the MICMAC software, and scenario development</span><span b="" dir="RTL" mitra="" style="font-family:">.</span> <span new="" roman="" style="font-family:" times="">The findings indicate that, among the 26 identified drivers, 13 drivers are located in the key/strategic zone. Four key factors&mdash;including fragmentation and conflicts among jurisdictions, enforcement capacity of laws and regulations, cross-sectoral coordination mechanisms, and institutional accountability and oversight&mdash;were selected as the final critical drivers for scenario construction. Based on the combination of desirable and undesirable states of these four factors, three plausible scenarios were developed: the desirable scenario (integrated governance), the probable scenario (continuation of the current situation), and the undesirable scenario (institutional fragmentation and decline).
