fa تحلیل پیشران های موثر بر تحقق شهر دیپلماتیک در راستای تمرکز زدایی از کلانشهر تهران با رویکرد آینده پژوهی مطالعه موردی: شهرستان شمیرانات آینده پژوهی Futurology كاربردي Applicable <span style="font-size:12pt"><span style="text-justify:kashida"><span style="text-kashida:0%"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><b><span lang="FA" style="font-size:11.0pt"><span b="" mitra="" style="font-family:">شهر دیپلماتیک ویترین حکمرانی و فرهنگ ملی است. شهر دیپلماتیک نشان می‌دهد که یک کشور چگونه بدون کلام، از طریق معماری، فضای سبز و امکانات رفاهی، &laquo;قدرت نرم&raquo; خود را به نمایش می‌گذارد و بر افکار عمومی بین‌المللی تأثیر می‌گذارد. &nbsp;پژوهش حاضر با هدف تحلیل پیشران های موثر بر تحقق شهر دیپلماتیک در راستای تمرکز زدایی از کلانشهر تهران با رویکرد آینده پژوهی انجام شده است. نوشتار پیش رو از لحاظ هدف کاربردی است و با توجه به مؤلفه&shy;های مورد بررسی رویکرد حاکم بر آن روش توصیفی تحلیلی است در پژوهش حاضر به منظور انتخاب آگاهانه شرکت کنندگان از روش نمونه گیری هدفمند استفاده شده است. اساس به کار بردن روش نمونه گیری هدفمند انتخاب گروهی از خبرگان است که بررسی عمیق یا فهمی کلی نسبت به ماهیت پژوهش آگاهی داشته باشند با استناد به توضیحات گفته شده جامعه آماری پژوهش پیش رو ۶۰ نفر از کارشناسان خبره در حوزه برنامه ریزی شهری شامل اساتید دانشگاهی متخصص در حوزه مورد مطالعه .هستند تعداد حجم در نظر گرفته شده برای تکنیک دلفی ۱۰ نفر و برای اجرای تحلیل تاثیرات متقابل در نرم افزار میک مک حجم نمونه در نظر گرفته شده با توجه به آشنایی متخصصین به این نرم افزار ۶۰ نفر در نظر گرفته شد. یافته های حاصل از این پژوهش نشان داد که پیشرانهای تعامل با سازمان های بین المللی و شهرهای خواهر خوانده، تربیت نیروی انسانی متخصص در حوزه دیپلماسی، حکمرانی هوشمند و مدیریت یکپارچه شهری، کارآمدی نظام اداری و شفافیت و مبارزه با فساد، میزان تمرکز زدایی و تفویض اختیار به مدیریت شهری، تربیت نیروی متخصص در حوزه دیپلماسی،امنیت فیزیکی و سایبری، توسعه همکاری های بین المللی، قوانین تسهیل کننده همکاری های بین المللی به عنوان پیشرانهای کلیدی موثر بر تحقق شهر دیپلماتیک در راستای تمرکز زدایی از کلانشهر تهران نقش دارند</span></span></b><span dir="LTR" style="font-size:14.0pt">.</span><b><span lang="FA" style="font-size:11.0pt"><span style="font-family:"B Mitra""></span></span></b></span></span></span></span></span></span><br> &nbsp; <span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">The diplomatic city is a showcase of governance and national culture. The diplomatic city shows how a country, without words, displays its &quot;soft power&quot; through architecture, green space, and amenities and influences international public opinion. The present study aims to analyze the drivers affecting the realization of the diplomatic city in line with the decentralization of the metropolis of Tehran with a futures research approach. The present paper is applied in terms of its purpose, and considering the components under study, the approach governing it is a descriptive-analytical method. In the present study, a purposive sampling method was used to consciously select participants. The basis of using the purposive sampling method is to select a group of experts who have an in-depth study or general understanding of the nature of the research. Based on the above explanations, the statistical population of the present study is 60 experts in the field of urban planning, including university professors specializing in the field of study. The size of the sample considered for the Delphi technique is 10 people, and for the implementation of the interaction analysis in the MiqMaq software, the sample size was considered to be 60 people, considering the familiarity of the experts with this software.
