fa آینده پژوهی راهبردها، قوانین و سیاست های عملی توسعه مناطق روستایی ایران Futurology Practical routes, laws and practical policies of rural development of Iran آینده پژوهی Futurology پژوهشي Research <div style="text-align: justify;">تعیین مسیرهای عملی توسعه روستایی و تدوین قوانین و سیاستهای توسعه کل کشور و برای تامین رفاه، تامین امنیت غذایی، حفظ و نگهداری جمعیت در روستاها، حفاظت از منابع طبیعی کشور ضروری است. با این حال تاکنون در کشور مسیرهای عملی و قوانین و سیاستهای توسعه مناطق روستایی با رویکرد آیندهپژوهی مورد توجه قرار نگرفته است. پژوهش حاضر سعی بر آن دارد که با استفاده از رویکرد آینده پژوهی، مسیرها، قوانین و سیاستهای عملی توسعه مناطق روستایی در آینده را مورد واکاوری قرار دهد. پژوهش حاضر از نظر هدف، کاربردی و از نظر روش ترکیبی(کمی و کیفی) است. جامعه آماری کارشناسان/خبرگان و مدیران بوده است. به استفاده از روش نمونهگیری غیراحتمالی و به صوت هدفمند و با اشباع نظری، 15 کارشناس انتخاب شد. برای گردآوری دادهها و اطلاعات، با توجه به مدلها و هدف تحقیق از پرسشنامه تاثیرات متقابل آیندهپژوهی و مصاحبه استفاده شد. جهت تجزیه و تحلیل دادهها و اطلاعات از مدل ساختاری و نرمافزار میکمک استفاده شد. نتایج پژوهش گویای آن بود که از بین 15 مسیر، قوانین و سیاستهای عملی توسعه مناطق روستایی شناسایی شده، با توجه به مقدار اثرگذاری خالص (+)، سیاست مهارتهای جوانان بومی و روستایی در راستایی عدم وابستگی به دولت(9+)، سیاست کاهش نابرابریهای روستایی، منطقهای و ملی(7+)، قوانین تجدید حیات روستایی از طریق پیادهسازی استراتژی ارتقاء و ایجاد ثروت روستایی(6+)، سیاست توسعه و گسترش کارآفرینی و تبدیل روستاها به جوامع کارآفرین(3+)، برنامه توسعه گردشگری در مناطق روستایی که دارای جاذبههای طبیعی و تاریخی هستند(3+)، قانون جوانسازی مناطق روستایی از طریق ایجاد یک سیستم اقتصادی مدرن با تاکید بر برنامهریزی محلی(2+)، سیاست حفظ و توسعه فعالیتهای کشاورزی(1+)، و نهایتا سیاست سرمایهگذاری در روستاها و کمکهای مالی (1+) مهمترین مسیرها، قوانین و سیاستهای عملی توسعه روستایی ایران در قانون برنامههای آیندهنگر توسعه کشور میباشد که در چشمانداز توسعه کشور لازم است به آنها توجه شود.</div>   It is necessary to determine the practical paths of rural development, formulate the laws and policies of the entire country, and to provide welfare, provide food security, maintain population in rural areas, to protect the country's natural resources. However, so far, practical paths, laws, and policies of rural areas have not been addressed with a future research approach. The present study seeks to delay future rural development paths, paths, laws, and practical policies, using a future research approach. The present study is applied in terms of purpose and in terms of combination (quantitative and qualitative). The statistical population has been experts/experts and managers. 15 experts were selected by using an irrational sampling method, with the theoretical voice and with theoretical ghosts. For data collection and information, the questionnaires were used by the interview and interviewing interviews. Structural and software model analysis was used for data analysis and data.
