fa شناسایی پیشران های تحقق برنامه ریزی راهبردی در ساختار برنامه ریزی شهری( مطالعه موردی شهر اصفهان) Identification of drivers effective on the realization of strategic planning in the urban planning structure(case study of Isfahan city) آینده پژوهی Futurology پژوهشي Research <div style="text-align: justify;">امروزه ضرورت بررسی آینده در چارچوب مدلهای آیندهپژوهی و با رویکرد برنامهریزی راهبردی دارای اهمیت بسیاری میباشد. مقاله حاضر از نظر ماهیت هدف کاربردی و از لحاظ روش تحقیق توصیفی-تحلیلی در راستای هدف شناخت و تحلیل پیشرانهای تبیینکننده برنامهریزی راهبردی در شهر اصفهان میباشد. که از روش اسنادی و دلفی هدفمند جهت شناسایی شاخصهای مفهومی استفاده شد. حجم نمونه کارشناسان و متخصصان مرتبط با موضوع پژوهش(30نفر)میباشند، که از بین 100 نفر  متخصصین و مدیران شهری و اساتید دانشگاه(جامعه آماری) انتخاب شدند. پژوهش حاضر با بهرهگیری از تکنیک تحلیل اثرات متقاطع که یکی از روشهای متداول و مورد پذیرش آیندهنگاری است و با استفاده از برنامه Micmac به تحلیل مؤلفههای برنامهریزی راهبردی شهر اصفهان پرداخته است. بدین منظور ابتدا با مطالعه اسناد فرادست تمامی عوامل دخیل در برنامهریزی راهبردی مورد تحلیل و بررسی قرار گرفت و با استفاده از روش دلفی 39 مؤلفه در  4 حوزه(کالبدی، فرهنگی-اجتماعی، نهادی-مدیریتی، ساختاری-فرایندی) به عنوان شاخصهای برنامهریزی راهبردی استخراج شد. از میان 39 عامل یاد شده،  پس از بررسی چگونگی و میزان اثر گذاری این عوامل  بر یکدیگر بر وضعیت آینده شهر اصفهان با روشهای مستقیم و غیر مستقیم، 10عامل کلیدی که بیشترین نقش را در وضعیت آینده برنامهریزی راهبردی شهر اصفهان دارند، انتخاب شدند. نتایج نشان میدهد، ارزیابی و کاربست برنامهریزی راهبردی در شهر اصفهان نیازمند به دید جامع و چند جانبه است. چرا که تحقق برنامهریزی راهبردی در این شهر با ارتباط ساختاری قوی در بین این پیشرانها مرتبط است.</div> <div style="text-align: justify;">Today, the need to examine the future in the framework of future research models and with a strategic planning approach is critical. In terms of the present article's purpose and the descriptive-analytical research method, it is in line to identify and analyze the explanatory drivers of strategic planning in Isfahan. Targeted documentary and Delphi methods were used to identify conceptual indicators. The sample size is experts and specialists related to the research topic (30 people), who were selected from among 100 experts, city managers, and university professors (statistical community). The current research has analyzed the strategic planning components of Isfahan city by using the cross-effects analysis technique, one of the standard and accepted forecasting methods, and the Micmac program. For this purpose, all the factors involved in strategic planning were analyzed and investigated by studying the documents using the Delphi method;39 components in 4 areas (physical, cultural-social, institutional-management, structural-process) were used as indicators. Strategic planning methods were extracted. Among the 39 mentioned factors, after examining how and how much these factors affect each other on the future state of Isfahan city with direct and indirect methods, ten key factors play the most role in the future state of strategic planning of Isfahan metropolis were chosen. The results show that the evaluation and application of strategic planning in the city of Isfahan requires a comprehensive and multifaceted view because The realization of strategic planning in this city is related to the solid structural connection between these drivers.</div> آینده پژوهی, برنامه ریزی راهبردی, مدل دلفی, شهر اصفهان.
