fa واکاوی چالش‌های آتی پیشروی سیاست‌های مسکن مهر و طرح اقدام ملی مسکن (مورد مطالعه: شهرجدید پردیس) معماری و شهرسازی Architecture and Urbanism پژوهشي Research <div style="text-align: justify;"><span style="font-size:11pt"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span calibri="" style="font-family:"><span lang="FA" style="font-size:12.0pt"><span b="" mitra="" style="font-family:">سیاست‌های ساخت مسکن در کشور بعد از انقلاب اسلامی و طی دو دهه اخیر با چالش‌های زیادی روبرو بوده و موفقیت چندانی نداشته‌اند. کاهش شدید ساخت مسکن و تأخیر در تحویل، از چالش‌های عمده در حوزه سیاست‌های ساخت مسکن در کشور ایران است. بازار ساخت طی یک دهه گذشته تاکنون که سیاست مسکن مهر را بازتاب می‌دهد و سپس طرح اقدام ملی مسکن برای تداوم آن و رفع ضعف‌های موجود مطرح می‌گردد، به دلیل افزایش شدید قیمت زمین، مصالح، تورم و غیره با رکود فزاینده مواجه بوده است. روش تحقیق، توصیفی ـ تحلیلی و هدف آن، واکاوی چالش‌های آتی در سیاست‌های مسکن مهر و طرح اقدام ملی مسکن برای شهرجدید پردیس واقع در استان تهران است. انتخاب معیارها و شاخص‌ها و نهایی شدن آنها، با نظرخواهی از متخصصان و براساس تکنیک دلفی انجام شده و پرسشنامه به عنوان ابزار تحقیق، تهیه گردید و در اختیار 35 کارشناس متخصص و خبره در حوزه مسکن قرار گرفت. روایی پرسشنامه توسط کارشناسان خبره و پایایی آن با استفاده از آزمون آلفای کرونباخ، مورد تأیید قرار گرفته است. برای تحلیل داده‌های به دست آمده، از مدل‌سازی معادلات ساختاری و نرم‌افزار </span></span><span dir="LTR" style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">SMART-PLS</span></span> <span lang="FA" style="font-size:12.0pt"><span b="" mitra="" style="font-family:">استفاده شده است. نتایج تحقیق نشان می‌دهد که تمامی شاخص‌های مورد نظر به عنوان مسائل حاد، ضعف‌های حساس و چالش‌های آسیب‌زا در آینده مطرح هستند و براساس پردازش‌های مبتنی بر روابط میان متغیرها، معیار کالبدی با اهمیت 268/0، معیار اقتصادی با اهمیت 262/0، . معیار اجتماعی با اهمیت 248/0 و معیار مدیریت با اهمیت 205/0 برحسب ترتیب، پرچالش‌ترین مؤلفه‌های آتی در سیاست‌های مسکن مهر و طرح اقدام ملی برای شهرجدید پردیس هستند. </span></span></span></span></span></span></span></div> <br> &nbsp;<span style="font-size:11pt"><span style="line-height:normal"><span calibri="" style="font-family:"><span lang="EN" style="font-size:12.0pt">Housing construction policies in the country after the Islamic revolution and during the last two decades have faced many challenges and have not been very successful. The severe reduction in housing construction and delivery delays are major challenges in the field of housing construction policies in Iran.</span> Due to the intensive increase in the price of land, materials, inflation, etc, the construction market has been facing increasing stagnation for the past decade, which reflects the housing policy of Mehr housing and then the national housing action plan is raised to continue it and eliminate the existing weaknesses. The research method is descriptive-analytical and its purpose is to analyz the future challenges in Mehr housing policies and the national housing action plan for Pardis new-town which located in Tehran province. The selection of criteria and indicators and their finalization was done by asking experts and based on the Delphi technique, and a questionnaire was prepared as a research tool and given to 35 experts in the field of housing. <span lang="EN" style="font-size:12.0pt">The validity of the questionnaire has been confirmed by relevant experts and its reliability using Cronbach&#39;s alpha test.</span> Structural equation modeling and SMART-PLS software were used to analyze the obtained data.
