fa آینده پژوهی جایگاه حکومتهای محلی در آلودگی هوای کلانشهرها (مطالعه موردی: شورای شهر کلانشهر تهران) Future research of local governments' position in metropolitan air pollution (case study: Tehran Metropolitan City Council) جغرافیای و برنامه ریزی شهری شهری Geography and Urban Planning پژوهشي Research <div style="text-align: justify;">هدف پژوهش حاضر آیندهنگاری تأثیر نقش و بازیگری شورای شهر بر آلودگی هوای کلانشهر تهران است. پژوهش ماهیت کیفی و دارای رویکردی اکتشافی بوده و 20 نفر از کارشناسان خبره با روش گلولهبرفی بهعنوان نمونه انتخاب شدند. دادههای مورد نظر از طریق پرسشنامه جمعآوری و با استفاده از تکنیک تحلیل ساختاری و در قالب نرمافزار Micmac مورد تحلیل قرار گرفت. یافتههای پژوهش بیانکننده ضریب بالای تأثیرگذاری متغیرها بر یکدیگر و روایی بالای پرسشنامه است. نتایج نهایی نشان داد ناکارآمدی در تبیین منافع؛ ابهام در قراردادها و معاملات؛ ابهام در املاک و دارییها؛ ابهام در بدهیها و مطالبات؛ ناکارآمدی شورا دارای بیشترین ضریب اثرگذاری بر دیگر متغیرها بودهاند. بر این اساس متغیرهایی همچون؛ عدم مشارکتپذیری در تأمین نیروی انسانی با امتیاز 61؛ عدم رغبت مردم برای مشارکت با شورا و عدم مشارکتپذیری در تصمیمگیریها هر دو با امتیاز 60 دارای بیشترین اثرپذیری بودهاند. نتایج تحلیل ساختاری نشان داده که استفاده از معیار ضعف در ارتباط نظاممند با سایر نهادهای اجتماعی و سیاسی دارای بالاترین سطح اثرگذاری مستقیم است. پیرامون قرارگیری و توزیع شاخصها در صفحه نمودار باید گفت که برحسب منطقهبندی متغیرها بسیاری از عناصر در محدوده شمال غربی و شمال شرقی توزیع ‌شده‌اند. همچنین، نتایج نشان داد در تأثیرگذاری مستقیم و غیرمستقیم شاخصهای ناکارآمدی در تبیین منافع، ابهام در قراردادها و معاملات، ابهام در املاک و دارییها، ابهام در بدهیها و مطالبات و ناکارآمدی شورا و در تأثیرپذیری مستقیم و غیرمستقیم شاخصهای عدم مشارکتپذیری در تأمین نیروی انسانی جزء عوامل راهبردی بودند.</div>   <table align="center" class="Table" dir="rtl" height="694" style="border-collapse: collapse; border: medium;" width="783"> <tbody> <tr> <td dir="ltr" style="border-width: 1px medium; border-style: dashed none; border-color: rgb(0, 0, 102) currentcolor; width: 441px; padding: 0cm 7px; text-align: justify;" valign="top">The aim of the current research is to foresee the impact of the role and acting of the city council on the air pollution of Tehran metropolis. The research is qualitative in nature and has an exploratory approach, and 20 experts were selected as a sample using the snowball method. The desired data were collected through a questionnaire and analyzed using the structural analysis technique and in the form of Micmac software. The findings of the research show the high coefficient of influence of the variables on each other and the high validity of the questionnaire. The final results showed inefficiency in explaining benefits; Ambiguity in contracts and transactions; Ambiguity in real estate; Ambiguity in debts and claims; The ineffectiveness of the Council has the highest coefficient of influence on other variables. Based on this, variables such as; lack of participation in providing human resources with a score of 61; People's unwillingness to participate with the council and lack of participation in decision-making have both been most effective with a score of 60. The results of structural analysis have shown that using the criterion of weakness in systematic communication with other social and political institutions has the highest level of direct influence. Regarding the placement and distribution of indicators on the diagram page, it should be said that according to the zoning of the variables, many elements are distributed in the northwest and northeast. Also, the results showed the direct and indirect influence of indicators of inefficiency in explaining benefits, ambiguity in contracts and transactions, ambiguity in real estate and assets, ambiguity in debts and claims, and the inefficiency of the council, and in the direct and indirect influence of indicators of non-participation in providing human resources.
