The increase in population followed by the physical expansion of cities over time causes important changes in uses and activities. The city of Tehran has faced these transformations in the past decades, and Qazvin axis in region 10 has been an example of this transformation. And it is especially the axis of Qazvin. The research method is a combination of quantitative and qualitative methods. First, by taking a field survey of the state of uses, activities and buildings in the axis, using Arc GIS 10.8 software, expandable spaces were identified. Then, with the questionnaire method, the situation of the southern neighborhoods of the region was evaluated in 4 physical, social-security, environmental and economic sectors. In the next step, to identify the important factors creating the current situation, an interview was conducted with the business and stakeholders, and the text of the interview was analyzed using the MAXQUDA 2020 software. According to this research, there are 39,288.58 square meters of inactive units and 15,2391.16 square meters of dilapidated buildings, which have a suitable capacity for internal development. In 3 physical, social-security and economic sectors, unlike the environmental sector, Soleimani-Teymoori, Shubairi-Jey, Haft Chenar and Beryanak neighborhoods are in good condition. 25 factors affecting the creation of the current situation were extracted from the interview, and these codes are placed in the four government categories of organization, ownership, competitive advantage and internal.
