Today, the tourism industry, and in particular cultural tourism, is more than just an industry, as a dynamic global and social phenomenon that has its own complexities, and accurate recognition and scientific analysis of this phenomenon can provide a reliable framework for planning the tourism industry. This industry, as the largest social movement with numerous cultural, economic, and spatial consequences, always needs to make its development effective in the present and future. In this regard, planning for tourism development depends on various factors and conditions, which can be achieved if they are systematically and structurally applied. This issue shows the importance of future research and the necessity of formulating future perspectives in the process of tourism development, including the drivers of cultural tourism. For this purpose, the present study attempts to identify and analyze the key effective drivers of cultural tourism. In the following article, first, 30 initial factors were extracted using the Delphi technique, then a matrix of cross-effects of the components was formed using the managers' Delphi method. In the next stage, matrix analysis was performed using the Miqmac software. The results of the dispersion of variables in the axis of influence and influenceability of factors in the Miq-Maq software indicate the stability of the system in tourism development. Accordingly, the research findings showed that branding prominent Iranian personalities, expanding the sense of vitality in historical places, developing software and hardware infrastructure, addressing tourists' concerns about the security of tourist destinations, monitoring measures for cultural and historical attractions, ensuring the security of tourists entering the country as one of their basic rights, investing in diversifying attractions, appropriate accommodation and welfare infrastructure, appropriate infrastructure for tourist movement, and tourism diplomacy were identified as key drivers.
