Cities and metropolises produce new types of problems. Waste management; Lack of resources, air pollution; Human health concerns; Traffic and infrastructure obsolescence are problems between the technical, physical base and material problems. Ensuring livable living in the context of such rapid urban population growth around the world requires a deeper understanding of the concept of smart city. The need for these challenges has led many cities around the world to try to find accurate ways to manage them. First, a questionnaire was designed for smart city indicators in the regions of Region 9 and then the indicators were analyzed using factor analysis. In the second part, after describing and reviewing the smart city indicators, the index was prioritized using the method of hierarchical analysis. Finally, the areas were leveled using the TOPSIS method and the AHP-Topsis combined method. The results showed that District 1 is smarter than District 9 of Mashhad Municipality than other districts. Solutions were also presented with an emphasis on the livable city.
