In recent years, rapid population growth and inadequate planning have led to challenges in environmental, social, and economic domains. Therefore, formulating an urban development strategy that emphasizes existing pathology and foresight to predict future challenges is essential. This study aims to develop an urban development strategy with a focus on pathology and foresight in the coastal cities of Boushehr Province. The research is applied in terms of its objectives and descriptive-analytical in nature, with data collection methods being both library-based and field-based. Data analysis was conducted using structural equation modeling with PLS Smart software. The findings indicate that the research model has a suitable quality, and its fit has been positively confirmed using shared validity and redundancy validity indices. The explained variance (0.68) demonstrates the simultaneous impact of three criteria, including employment and economic strategies, environmental preservation, and the expansion of trade relations on sustainable urban development in the coastal cities of Boushehr Province. The results of hypothesis testing also show a positive and significant impact of implementing employment and economic sustainability strategies, environmental strategies, and the expansion of trade relations on sustainable urban development. Finally, the goodness-of-fit index (GOF) was found to be 0.732, indicating the desirability of the structural model of the research. The results suggest that policymakers should present programs tailored to the actual needs of the region to achieve economic growth while preserving the environment and providing a comprehensive vision for the development of the coastal cities of Boushehr Province and identifying investment priorities
