This study presents a novel framework for the integrated management of urban utility infrastructure using Building Information Modeling (BIM). The primary objective is to enhance coordination among stakeholders, minimize underground utility conflicts, and support data-driven decision-making throughout the project lifecycle. A case study was conducted in the Kashan Special Economic Zone using advanced tools including Revit, Navisworks, and Dynamo to create and evaluate a 3D utility infrastructure model. The methodology comprised modeling, clash detection, spatial coordination, cost-benefit analysis, and implementation of augmented and virtual reality (AR/VR) outputs. Results revealed that BIM implementation led to an 87% reduction in execution conflicts, 20% savings in construction costs, and significant improvements in design and maintenance quality. Furthermore, SWOT and QSPM analyses emphasized the importance of human resource development and establishment of a centralized coordination body as key strategies for enabling smart infrastructure management. The proposed framework is scalable to national levels and serves as a practical step toward realizing smart cities and sustainable urban development.
