| Chamestan has a high potential for sustainable tourism. To prevent undesirable consequences of tourism, it is essential to provide forward-looking solutions based on empowering the local community and the proper use of natural resources. This research, conducted in 2024 using a descriptive-analytical method and a mixed approach, examines the indicators for empowering urban communities with an emphasis on natural capabilities in line with the sustainable tourism development of Chamestan from a future-oriented perspective. The statistical population consisted of residents of Chamestan who are involved in tourism-related activities or the utilization of natural resources. A sample of 400 residents was randomly selected and examined as representatives of the local community. For data collection, a descriptive-analytical approach and a questionnaire were utilized. The questionnaire included 12 main indicators and their related sub-indicators, which were implemented after being approved by 42 experts in the fields of tourism and urban management. To analyze the data, the fuzzy DEMATEL technique was used to examine the interrelationships among the indicators and assess their impacts. The findings indicated that the indicator "access to natural resources" with an average score of 4.7 and "job creation" with an average score of 4.6 were recognized as the first and second priorities, respectively. Furthermore, input-output analysis using fuzzy DEMATEL revealed that the indicator "culture and local identity" ranked highest with an input-output ratio of 1.06. This research highlights the importance of focusing on natural capabilities and community participation in the tourism development process to improve local quality of life and achieve sustainable development. |
