The smart city has been proposed as the center of transformation and development of the millennium and means the opening of new concepts in urban planning that combines the capabilities of the real and virtual worlds to solve urban problems. The descriptive-analytical research method and the statistical population are all residents of Mahabad city (household questionnaire) and expert experts familiar with the study area of Mahabad city with specialized field in the field of smart city (expert questionnaire). The purpose of this study is to investigate and analyze the needs of Mahabad city to make the state of Mahabad city smart from the point of view of smart city indicators based on governance and to present appropriate measures and strategies for making Mahabad city smart and to explain the possible results and achievements resulting from the realization of smart governance and to provide a model. It is in the city of Mahabad. The results of the investigation on the indicators of the smart city based on governance in Mahabad city show that the two basic dimensions of governance, participation, partnership and cooperation and the decision-making system are below the average, which indicates the weak role and position of citizens in the decision-making system. In order to realize a smart city in Mahabad, it is necessary to formulate integrated policies and have a long-term perspective. If smart governance is realized, one can witness the improvement, the change of the government's conditions in front of other actors and the organized change of the government.
