One of the prominent topics in urban planning is the formulation of an urban vision based on sustainable development, which helps create resilient, sustainable, and livable cities. This approach, especially in recent decades, has been recognized as one of the necessities of urban planning. Futures studies have been introduced as one of the effective tools for managing global changes in urbanization, climate change, and the decline of biodiversity. This research aims to formulate the urban vision of Royan by 2041 (1420 in the Iranian calendar) using a foresight approach with an emphasis on sustainable development. The primary goal is to leverage natural capacities to solve the existing issues in Royan, develop comprehensive development scenarios, enhance the city’s competitiveness, and reduce potential risks. The research methodology combines descriptive, analytical, and survey methods. The statistical population consists of 350 managers and experts from various sectors such as the Noor governorate and judiciary domain (municipality, members of the Royan City Council, and engineers’ supervisors), and using stratified sampling, 183 individuals were selected. Utilizing the MICMAC model for data analysis and the Delphi technique for collecting expert opinions, the research results show that potential crises in natural resources—especially threats—can degrade the quality of life for citizens and regional development. Futures studies aid in managing changes in the urban ecosystem and lead to the coordination of urban policies with global challenges, as well as drafting laws and frameworks to better manage natural resources. Proposals include: formulating policies for natural resource protection, optimal use of existing resources alongside managing environmental challenges, and implementing strategies tailored to sustainable socio-economic development needs while anticipating future challenges
