The expansion of globalization and the increasing complexity of urban governance have enhanced the role of cities in transnational interactions and have turned city diplomacy into an important instrument for developing intercity cooperation. In this context, sister-city relationships can facilitate knowledge transfer, economic and cultural cooperation, and the strengthening of cities’ international standing. This study aimed to develop a strategic planning framework for Tehran’s sister-city relationships, with an emphasis on city diplomacy. In terms of purpose, the research is applied, and in terms of approach, it adopts a mixed-methods and problem-oriented design. In the qualitative phase, semi-structured interviews were conducted with 25 experts, and the data were analyzed using thematic analysis, resulting in the identification of 17 key drivers. In the quantitative phase, the drivers were assessed in terms of their importance and uncertainty, and their interrelationships were analyzed using MICMAC. Subsequently, nine consistent scenarios were developed using Scenario Wizard. The findings indicated that strengthening urban paradiplomacy, ensuring continuity of interactions, reducing institutional and bureaucratic constraints, preserving the city’s non-political identity, and shifting from symbolic relationships toward problem-oriented cooperation are among the key factors in achieving a desirable future for Tehran’s sister-city relationships. Based on these findings, a vision and strategic orientations were formulated to enhance the effectiveness of these relationships.
