This study adopts a foresight-oriented approach to identify and analyze emerging issues affecting the governance of the Tehran metropolitan region and to formulate policy responses to their implications. In terms of purpose, the research is applied, and in terms of nature, it is qualitative and exploratory. Data were collected through a combination of documentary studies, theoretical literature review, environmental scanning, qualitative content analysis, and expert consultation.
The research process was conducted in five coherent stages: conceptual framing and operational definition of emerging issues; examination of theoretical foundations and global experiences; environmental scanning through both primary and secondary research; multi-layered analysis of emerging issues using the STEEP framework and Molitor’s three-stage model; and finally, analysis of the implications of emerging issues through the Futures Wheel method and thematic analysis using ATLAS.ti software.
The findings indicate that the identified emerging issues are cross-sectoral and networked in nature, simultaneously encompassing technological, institutional, economic, social, environmental, and spatial dimensions. Furthermore, the analysis of implications resulted in the extraction of 44 conceptual categories as intermediate analytical constructs, which served as the basis for designing policy responses.
Based on these findings, ten high-priority policies are proposed to address the implications of emerging issues. These policies focus on strengthening executive capacity and integrated planning, enhancing administrative integrity and accountability, improving financial sustainability, increasing investment efficiency, updating organizational structures, integrating digital governance, reducing institutional conflicts, promoting evidence-based decision-making, fostering organizational learning, and ensuring the continuity and quality of urban public services.
