Flood is one of the most significant natural hazards that causes extensive damage to human settlements every year. Due to environmental conditions, patterns of urban expansion, and the improper distribution of infrastructure, this hazard can lead to considerable impacts in social, economic, physical, and managerial dimensions. The present study aims to evaluate and compare the level of resilience of Aq Qala city against regional floods in social, economic, institutional–managerial, and physical–environmental dimensions. The research method is descriptive–analytical and applied in nature. In this study, resilience-related indicators were identified through documentary studies and a review of previous research, and the required data were collected through field studies and available information from the urban districts. Data analysis was conducted using descriptive statistics, the One-Sample T-Test, Pearson correlation analysis, and the TOPSIS decision-making model in SPSS software. The results showed that the level of resilience varies across different districts of Aq Qala city. According to the findings, District 1, with a mean of 3.33, has the highest level of resilience and ranks first. District 3, with a mean of 3.15, is in a relatively favorable condition and ranks second, while District 2, with a mean of 2.71, has the lowest level of resilience and shows the highest vulnerability to flooding. In addition, the results of the correlation analysis indicate a positive relationship among the different dimensions of resilience, suggesting that improvements in economic, managerial, and physical conditions can play an important role in enhancing urban resilience and reducing flood-related vulnerability.
