Future research studies are necessary in the present time more than ever for communities in order to achieve a risk reduction program and improve the resilience of settlements. The aim of this research is to analyze the combined indices of flood resilience of Tehran metropolis with a future research approach. This research is applied in terms of purpose and descriptive-analytical in terms of nature and method. The statistical population includes experts familiar with urban issues at the level of Tehran metropolis. The sample size was obtained by the snowball sampling method of 88 people, and Mic Mac software was used for data analysis. The findings of the research show that the variables of institutional independence, governance, institutional relations, institutional context and education level have the highest influence ratings and the variables of residents' ownership, housing prices, quality of alleys and roads, plot area, number of people covered by insurance and building density have the highest overall influence ratings. Regarding the five dimensions of research, the influence ranks belong to social, institutional, physical, economic and environmental dimensions respectively. In general, among the 31 variables examined in this research, 13 variables of education level, literacy rate, active population, institutional framework, institutional relations, institution performance, governance, institution independence, population density, urbanization percentage, employment rate, migration and income level have been selected as key variables affecting urban resilience. Any planning for the resilience of Tehran metropolis should consider the key role of the mentioned factors. These variables have high influence and low dependence in increasing the resilience of Tehran metropolis and are considered the first priority in making Tehran metropolis resilient.
