During the last three decades, knowledge, creativity and information have had the greatest impact on the development of cities. In such a way that knowledge-based development strategies play an important role in supporting the local economic, social and cultural development of cities. On this basis, cities has adopt different strategies to attract and retain industries and knowledge workers. The purpose of the current research is conceptual model compilation of the development and realization of the knowledge-based city in order to use it for planning and optimize the future cities of the country. The current research is fundamental and exploratory in terms of purpose. The ruling paradigm of this research is interpretivism. The research approach is qualitative and its methodology is sample mining. Documentary and library studies have been used to collect data. The statistical community includes researches that have been conducted from 2005 to 2023 in the area of knowledge-based city. The systematic literature review method was used for data analysis, which has five steps consisting of definition, search, selection, analysis and synthesis. According to the results, more than 60% of the research sources were related to the last 10 years (2013-2023). The share of articles, books, and dissertations among his scholarly sources is 83%, 10%, and 7%, respectively. The results of open coding show that there are 96 codes for the development and realization of knowledge-based city. These codes have been classified in nine concepts (political-legal factors, strategic planning, approach, drivers of knowledge-based development, functional indicators, scientific base, dimensions, geographical-physical background and policy and strategic sets) and six core codes (causal conditions, contextual conditions, central category, intervening (mediating) conditions, consequences and strategies). As a result, the theoretical model of knowledge-based urban development depends on the existence of causal, contextual, intervening conditions, central categories, consequences and strategies.
