As a living being, the city experiences all kinds of damage and erosion and then improvement and renovation in various dimensions over time in its life cycle. The processes of urban decline and decline that lead to the creation of inefficient and worn-out spaces in cities are one of the most challenging issues of the present age of cities, especially metropolises, so that city managers have turned their attention to sustainable urban planning using the regeneration process. are Among the important elements in this process are the city's stakeholders and stakeholders, which, unfortunately, in the study of various theories and approaches related to urban development, indicates that there is no place for their participation in the city's development. The research method is a descriptive-analytical type, which prioritized the stakeholders using the Delphi technique and the interest-power matrix model as an empirical method. The results of the research indicate that among the 16 identified beneficiaries, members of the social council and jihadi and spontaneous groups of people have a direct relationship in the process of sustainable regeneration. The neighborhood clerics, congregational imams, Basij bases and jihadi groups at the neighborhood level have high power and interest due to their strong relationship with the people and consisting of the residents themselves and the residents as key beneficiaries. It has been identified that they can greatly facilitate the regeneration process. be influential These groups are like a pyramid that other people, trustees and local activists are connected to them, with the help of which the residents are informed and informed about the regeneration process in a chain and a network.
