| The aim of the current research is to foresee the impact of the role and acting of the city council on the air pollution of Tehran metropolis. The research is qualitative in nature and has an exploratory approach, and 20 experts were selected as a sample using the snowball method. The desired data were collected through a questionnaire and analyzed using the structural analysis technique and in the form of Micmac software. The findings of the research show the high coefficient of influence of the variables on each other and the high validity of the questionnaire. The final results showed inefficiency in explaining benefits; Ambiguity in contracts and transactions; Ambiguity in real estate; Ambiguity in debts and claims; The ineffectiveness of the Council has the highest coefficient of influence on other variables. Based on this, variables such as; lack of participation in providing human resources with a score of 61; People's unwillingness to participate with the council and lack of participation in decision-making have both been most effective with a score of 60. The results of structural analysis have shown that using the criterion of weakness in systematic communication with other social and political institutions has the highest level of direct influence. Regarding the placement and distribution of indicators on the diagram page, it should be said that according to the zoning of the variables, many elements are distributed in the northwest and northeast. Also, the results showed the direct and indirect influence of indicators of inefficiency in explaining benefits, ambiguity in contracts and transactions, ambiguity in real estate and assets, ambiguity in debts and claims, and the inefficiency of the council, and in the direct and indirect influence of indicators of non-participation in providing human resources. They were among the strategic factors. |
