Several problems are arising from the quality of urban spaces and the expansion of Tehran caused by dilapidated area. Following the problems of urban management has been forced to adopt specific decisions. Strategy in recent years to deal with these problems has been an important policy that is the most common policy in the field of urban redevelopment policies. The research strategies for improving inefficient area using neighborhood Bagh-Shatter of urban redevelopment approach. The main question in this connection is how the situation can be inefficient Share destroyed neighborhood garden. This option is designed to achieve optimal scheduling technique is used to analyze aspects related decisions.This research is descriptive–analytical and information collected through documents, interviews, questionnaires and field surveys of neighborhood. The research process for the first quarter of the current problems and issues final statement shall be set. This statement is based on review of existing programs, was developed based on the statement of objectives, program design is done using AIDA Technology. Results indicate that eight scenarios for the production decision are made that Consistent with the objectives of the matrix, and consider the potential of the neighborhood, a scenario for redevelopment of old and dilapidated area of the Bagh-Shatter neighborhood is selected.
