| Rapid economic, social, and environmental changes have confronted Iranian cities with challenges such as rising housing costs, traffic congestion, social inequality, pollution, the expansion of informal settlements, and the poor quality of urban services. These conditions have exacerbated unsustainable development and decreased citizen satisfaction, highlighting the necessity of revising the urban planning system and formulating a valid vision. The present research, aiming to develop the vision statement for the city and municipality of Hamedan for the 2043 horizon, utilized a mixed-methods (qualitative-quantitative) approach. Data were collected in three distinct and structured steps: In the first step, document analysis (60 national, provincial, and local documents) and a comparative study (5 global and 8 national cities) were conducted. In the second step, to engage key actors and stakeholders, semi-structured interviews were conducted with 180 managers and elites, and 199 questionnaires (146 printed and 53 electronic) were completed by citizens. In the third step, 9 specialized panels involving 105 urban experts were convened for troubleshooting and validating the draft. Thematic analysis was performed using MAXQDA software, and over 4,400 codes were extracted. The findings indicated that themes such as tourism, a dynamic economy, vitality, resilience, and smartness are the main pillars of Hamedan’s desired future. The result of the research is a vision statement based on historical-civilizational identity, stakeholder participation, and foresight, which can serve as the foundation for strategic planning and sustainable development. The innovation of the study lies in combining participatory methods with content analysis and foresight to formulate the vision for a historical city. |
