This study aims to conduct a pathology of urban regeneration plans in the historical fabric of Tehran and systematically explain their shortcomings based on the approach of critical regionalism. In terms of objective, this research is applied, and in terms of nature, it is descriptive-analytical, utilizing a mixed-methods approach. The study population consists of experts and specialists in the fields of urban planning, architecture and restoration, urban regeneration, and urban management, alongside stakeholders associated with the historical fabric of Tehran; the study sample was selected using purposive sampling. Data were gathered through document analysis of plans and regulations, field observations, and collecting the perspectives of experts and stakeholders. Subsequently, the components and dimensions of the pathology were extracted, and their internal relationships were analyzed. The findings indicate that in the examined plans, the most significant shortcomings are primarily manifested in insufficient attention to place identity and meaning, non-conformity with the spatial-historical structure, weak mechanisms for stakeholder participation and consensus-building, as well as a disconnect between approved objectives and implementation requirements. The results demonstrate that employing critical regionalism as an analytical-normative framework can provide a foundation for revising the formulation and implementation processes of urban plans, enhancing the alignment of interventions with contextual characteristics, and ultimately increasing the efficacy and social acceptability of regeneration programs in Tehran’s historical fabric.
