The development of urban creative tourism—as a modern approach to regenerating cultural identity, boosting the economy, and enhancing urban competitiveness—requires a systematic and forward-looking perspective. This is essential given rapid technological advancements, shifting tourist demand patterns, and uncertainties stemming from economic, social, and environmental factors; indeed, for cities to transition from mass, seasonal tourism to creative, sustainable tourism, identifying key drivers and future scenarios is inevitable. This study aims to analyze the drivers influencing creative tourism development in Garmsar using a futures studies approach. It is an applied study employing a descriptive-analytical method. Purposive sampling was used to select participants; this method entails choosing a group of experts who possess either in-depth knowledge or a comprehensive understanding of the research subject. Based on these criteria, the sample size was set at 15 individuals. In this study, MicMac software was utilized for data analysis. The findings indicate that the key drivers influencing the development of creative spaces within the tourism industry in the city of Garmsar include: crafting a unique narrative for each tourist experience; investing in the local economy; fostering coordination among tourism-related institutions; ensuring local resident participation and awareness of cultural values; embracing creativity and intergenerational collaboration; incorporating creative tourism into county and provincial tourism planning; implementing integrated and cohesive policies for creative tourism development; leveraging cultural and local events for creative tourism branding; and employing creative marketing and promotional strategies.
