Considering the growing importance of tourism and the emergence of a new generation of tourism called creative tourism, the purpose of this research is to identify and prioritize effective strategies for the development of creative tourism in Tehran based on a hierarchical approach. The data of this research is obtained in the qualitative part through interviews with 12 people from the research sample, which includes experts and entrepreneurs in the tourism industry, who were selected using the snowball technique to achieve theoretical saturation. In the qualitative phase, after open and central coding, we found 3 main factors that include creative marketing, macro support and central actions and 10 indicators. The use of AHP method and the help of Expert Choice software were used to prioritize indicators based on the weight of each option.
