Urban governance is a prerequisite for sustainable development. Because decentralization, management of limited resources, public participation, and partnership between the city, government, civil society, and the private sector are the main tools of cities' battle to respond to social needs and sustainable development: and all of these require the establishment of a smart urban governance model. Smart validity verdict is one of the important features that is described based on citizens' participation and private/public participation. The purpose of this research is to investigate the indicators of smart urban governance in the realization of urban development plans. Collecting data using 5 indicators (participation in decision-making, provision of public and social services, social, cultural, health, and medical security) and 24 items based on the responses of citizens was conducted in Tehran with a sample size of 270. To analyze the data, a one-sample t-test, and Pearson's correlation test were used in spss. According to the findings, the participation of non-governmental organizations with an average of (3.97) has the greatest impact on smart urban governance. Also, lack of attention to public and social services will always be more in cities with weak management and profit-seeking, according to the research conducted and based on the opinions of citizens among the factors influencing smart governance. Urban management is the provision of public services to citizens by urban management and the collection of tolls regularly for the realization of urban development plans by the urban management system.:
