The development of industrial cities is influenced by a set of driving force that shape their future. Identifying and analyzing these drivers can be effective in formulating efficient strategies for managing growth, improving infrastructure, and enhancing the quality of life for citizens. In this regard, this paper has attempted to identify and categorize the drivers affecting the future development of the industrial city of Bandar Mahshahr using the structural analysis method. Theoretical data were collected using the documentary method, and empirical data were collected using a field method based on the Delphi technique. The statistical population consists of 20 experts and specialists in the field of urban development, selected through snowball sampling, and the data were processed using structural interaction analysis in MICMAC software. The findings showed that there are 259 relationships with a value of 3, indicating that the relationships between the driving forces are very numerous and have a high degree of influence and dependence. Other research results indicate the dispersion of driving forces in a complex and intermediate state of influence and dependence; the driver clustering system suggests a concentration in the area of independent drivers. Out of a total of 44 driving forces related to good water governance, 14 driving force were identified, including economic diversification, increased public participation, private investment, strengthening good governance, reducing air pollution, water resource protection, export promotion, reducing inequalities, transportation infrastructure development, domestic market development, job creation, increasing local income, port development, and developing private sector participation. In terms of system performance, these forces play a role with high influencing power and low dependence within the system environment, with the aim of promoting urban development in the studied
