The diplomatic city is a showcase of governance and national culture. The diplomatic city shows how a country, without words, displays its "soft power" through architecture, green space, and amenities and influences international public opinion. The present study aims to analyze the drivers affecting the realization of the diplomatic city in line with the decentralization of the metropolis of Tehran with a futures research approach. The present paper is applied in terms of its purpose, and considering the components under study, the approach governing it is a descriptive-analytical method. In the present study, a purposive sampling method was used to consciously select participants. The basis of using the purposive sampling method is to select a group of experts who have an in-depth study or general understanding of the nature of the research. Based on the above explanations, the statistical population of the present study is 60 experts in the field of urban planning, including university professors specializing in the field of study. The size of the sample considered for the Delphi technique is 10 people, and for the implementation of the interaction analysis in the MiqMaq software, the sample size was considered to be 60 people, considering the familiarity of the experts with this software. The findings of this study showed that the drivers of interaction with international organizations and adopted sister cities, training of specialized human resources in the field of diplomacy, smart governance and integrated urban management, efficiency of the administrative system and transparency and combating corruption, the degree of decentralization and delegation of authority to urban management, training of specialized personnel in the field of diplomacy, physical and cyber security, development of international cooperation, and laws facilitating international cooperation play a role as key drivers effective in realizing a diplomatic city in line with the decentralization of the Tehran metropolis
