One of the new concepts to deal with the current challenges of cities in the field of urban planning is the development of a smart city. Therefore, the present study, with a descriptive-analytical approach, investigates the condition of the smart city and its indicators with Futures studies approach in the metropolis of Kermanshah. In the present study, to investigate the state of the smart city in the metropolis of Kermanshah, in the first stage, after identifying the indicators of the smart city, a researcher-made questionnaire was designed and after confirming its validity and reliability, using the one-sample t-test, the condition of 6 indicators of the smart city "Governance, Economy, Environment, Mobility, People and Smart Life" are specified. In the next step, by using the Futures studies approach and using the Delphi method, environmental survey and MicMac software, the key drivers effective on the development of the smart city in Kermanshah metropolis have been identified. In this regard, the results of the research show that Kermanshah metropolis does not have a favorable and suitable condition in terms of having smart city indicators, and in fact, the people living in Kermanshah metropolis do not consider Kermanshah to be a smart city and are dissatisfied. Also, Kermanshah metropolis has an unstable system due to the dispersion of variables, and five categories (influential, bimodal, regulatory, influential and independent variables) can be identified in the dispersion plane. Finally, among the 23 identified variables, after examining the extent and how these variables affect each other and the future state of the development of the smart city of Kermanshah metropolis with direct and indirect methods, 5 key factors are respectively: Using smart technologies (research and development and innovation); Security in virtual and real space for citizens; Smart information and communication technologies such as Wi-Fi throughout the city; Using electronic tools for shopping; The supply of guilds and trades products through virtual space plays the most important role in the development of the smart city of Kermanshah metropolis.
