In recent years, urban sustainable development planning has been associated with the use of new approaches and tools, one of which is strategic planning using the Metaswat technique. It is obvious that adopting a strategic approach requires paying attention to various dimensions and aspects, which the present research was about to provide a strategic planning model for the sustainable development of Ghazvin city. For this purpose, the methodology of this research can be classified as applied-developmental research in terms of goal and descriptive-analytical methods in terms of method, which has taken an exploratory approach to presenting the strategic plan of Ghazvin city. The required data was collected using the library-document method and the Delphi method from a sample of 30 specialists and experts. The identification of variables has been done using environmental scanning techniques (including searching in documents, scientific articles and research plans) and Delphi technique (use of the opinions of selected experts) and then analyzed with MetaSWOT technique and MetaSWOT software. . The results showed that the expert manpower, the existence of environmental capacities and the compliance and emphasis of the above documents on sustainable development as the most important strategic factors in the strategic map of the sustainable development of Ghazvin city, the issue of smart city, the use of creative and innovative capacities in the urban economy and the issue of dilapidated tissues. and ineffective as the most important factors that are of special importance in the field of sustainable development of Ghazvin city and are known as strategic factors in order to improve the current situation.
