Tourism is recognized as a significant economic approach for development in the contemporary era, and small cities, owing to their natural, cultural, and historical resources, can take the lead in this field. Golshan, a small city located in Dehaqan County, Isfahan Province, possesses considerable tourism potential; however, harnessing these potentials requires comprehensive planning. This research primarily emphasizes assessing citizens' attitudes toward tourism, followed by analyzing the limitations and capacities of tourism development within the framework of comprehensive strategic planning and vision definition. The research method is descriptive-analytical and based on field studies. The statistical population consisted of experts and citizens, with 66 citizens and 24 experts selected as the sample size for questionnaire administration. The validity and reliability of the questionnaire were confirmed through expert opinion and Cronbach's alpha coefficient (greater than 0.70). The results indicated that citizens' attitudes toward tourist attraction are positive and significant at a level less than 0.05 (total mean of 3.826). In the cultural needs assessment section, citizens emphasized the importance of preserving and restoring buildings (4.190) and paying attention to local culture (4.128), reflecting the high priority people place on the city's culture and identity. Strategic analysis using the SWOT model revealed that Golshan's tourism, despite having prominent strengths such as greenhouses (weight 0.492) and hospitality (0.430), faces weaknesses including the lack of a unique brand (0.482) and weak accommodation infrastructure (0.467). Regarding opportunities, the development of scientific tourism (0.476) and holding local events (0.421) had the highest weights, while environmental crises (0.469) were identified as the most significant threat. Using the QSPM matrix, six operational strategies were prioritized, with "creating tourism infrastructure and facilities" scoring 14.68, recognized as the top priority. Consequently, several key projects were proposed, including the development of eco-lodges, the development of the Sormandeh ecotourism area, agrotourism, and observatory-based scientific tourism.
